Meanwhile, the CCG undergoes a massive restructuring following their recent losses, pairing the stoic Kotaro Amon with a brilliant but highly eccentric and unpredictable new partner, Juuzo Suzuya. The dynamic duo begins aggressively investigating the surge of black-market activity in the 20th Ward, slowly closing the net around the peaceful coffee shop.
